Reporting to the Senior Manager of Transportation Services, the Transportation Engineer, will manage all facets of operations, planning and implementation within the Municipality, as it relates to transportation mobility. This includes, but is not limited to:
• recommending multi-modal transportation systems (active transportation and roads), improvements and projects, based on economic, population, land-use or traffic projections;
• reviewing traffic flows using mathematical techniques and computer applications;
• interpreting data from traffic modeling software, GIS and associated databases;
• managing the Town’s day-to-day parking needs and planning for future needs;
• coordinating, managing and overseeing consultants, contractors, public, staff and all other stakeholders as it relates to transportation planning and construction projects;
• preparing technical documents such as Terms of Reference and Requests for Proposals for technical studies, traffic count program, preliminary design and detailed design;
• reviewing and providing comments and technical leadership and guidance for all transportation engineering reviews and approvals related to development applications;
• assisting in the development annual operating and capital budget;
• preparing tender packages, evaluation of bids, and recommendation of awards for transportation construction projects;
• supporting and providing technical expertise to Engineering Services staff as it relates to all transportation matters;
• responding to public inquiries in regard to transportation initiatives/requests as required;
• participating in public meetings to explain transportation proposals, gather feedback from those affected by projects and gain approval on project designs;
• providing input into developing a strategic plan to support a strong future vision for all road users; and,
• assisting with other miscellaneous projects/assignments as required.

What You Bring To Our Team
As the successful applicant, you must possess:
• post-secondary degree in Engineering or Science;
• designation as a P.Eng. in good standing with the Professional Engineers of Ontario;
• minimum five (5) years of related work experience; with progressively more responsibility in transportation engineering, including operations, design and construction of transportation infrastructure;
• demonstrated understanding of Town of Whitby and Region of Durham Engineering Standards, Town/Regional Official Plan, MTO Standards, Transportation Association of Canada Design and Ontario Traffic Manual;
• thorough comprehension of principles and processes related to transportation facility design such as roads, sidewalks, multi-use paths, cycling and parking;
• demonstrated ability to understand and interpret engineering drawings, plans and legal agreements.
• thorough technical and analytical knowledge and understanding of theories, principles and practices related to all aspects of Municipal, Regional facilities and Provincial multi-modal transportation facilities including operations, safety, design and construction.
• in-depth experience formulating design concepts, setting scope and design parameters, preparing tender packages and seeing projects through to completion; and,
• intermediate level computer knowledge and skills in Adobe Acrobat and Microsoft Office Suite (i.e. Outlook, Word, Excel).
